CURRICULUM DESIGN: ADOPTION

 

The Board must approve all new programs and courses of study, as well as any significant changes to or the elimination of existing programs and courses. Proposals for curricular changes from the professional staff shall be presented to the Superintendent, who will be responsible for making recommendations to the Board. Meetings of authorized textbook selection committees must comply with open meeting law requirements, in accordance with A.R.S. 15-721(F) and 15-722(B).

PROHIBITED INSTRUCTION

Students in public schools should be educated to appreciate and respect one another as individuals, without instruction that fosters resentment or hatred toward any race or social class.

No school within the District shall include in its instructional programs any courses or classes that:

A. Promote the overthrow of the United States government.

B. Encourage resentment toward a race or class of people.

C. Are designed primarily for students of a specific ethnic group.

D. Advocate ethnic solidarity instead of treating students as individuals.

The restrictions above are not intended to prohibit or restrict:

A. Courses or classes designed for Native American students to meet federal law requirements.

B. The academic grouping of students, including English language capability, even if such grouping results in a disparate ethnic impact.

C. Courses or classes that teach the history of any ethnic group and are open to all students, provided they do not violate the previously listed prohibitions.

D. Courses or classes that discuss controversial aspects of history.

E. Instruction related to the Holocaust, instances of genocide, or historical oppression based on ethnicity, race, or class.

If the District is alleged to have failed to comply with these conditions, it may be subject to an investigation by the State Board of Education (SBE) or the Superintendent of Public Instruction. Enforcement actions may be taken by the SBE or the Superintendent of Public Instruction in accordance with A.R.S. 15-112.
